0.6.0 candidate: schema 3 enforces independent journal/report quotas and error/truncate policies. Incompleteness gives command=2 and partial analysis.

Recommended
Use shared readers; inspect evidence and cleanup. Prefix inspection: records(require_complete=False). All outcomes: check_accounting; summary groups describe stored rows. Incomplete-run CSV projection is refused.
Avoid
Do not treat empty records as zero operations or replace evidence with summaries.
